Himaruya added him to the Hetalia cast in 2010, and he's visually interesting—reddish-brown hair, green eyes, and an asymmetrical ahoge sticking out on the left side that's pretty similar to the Italy Brothers'. In fact, his whole look reads as a blend of theirs, which has led fans to speculate about whether they're actually related, though nothing's been officially confirmed. Himaruya did sketch the three of them together once working at a restaurant, so there's definitely some connection there.
Personality-wise, Seborga comes across as pretty laid-back. He declared independence centuries ago but never made a huge fuss about it—just sort of. stayed in Italy peacefully without pressuring anyone to recognize him. He's also known for being a womanizer; he's encouraged Italy to bring pretty girls around and has joked to Wy that he'd make a move on her if she were older.
