Goneff is a master thief who showed up in "The Wayward Wobbuffet" (EP194). He's known for robbing banks and leaving no trace behind.
The episode's chaos kicked off when Wobbuffet—carrying a key around its neck needed to free Ash's Pikachu from an indestructible PokéPod—accidentally jumped onto Goneff's getaway truck during a police chase. Goneff tried using his windscreen wipers to knock Wobbuffet off, which didn't work. He found himself cornered by Officer Jenny and her squad, so he attempted to escape via Golem hot-air balloon. Wobbuffet accidentally knocked him right out of it and into police custody.
Goneff managed to escape on a stolen police motorcycle, but Wobbuffet ended up in the sidecar after a speedboat crash forced things off the rails. Rather than ditch his unwanted passenger, Goneff took Wobbuffet hostage, tying him up in an abandoned building. When police surrounded him again, Team Rocket offered him their escape tunnel in exchange for Wobbuffet—he refused and had Golem attack them instead, along with Ash's Totodile when it showed up.
The fight went south for Goneff when Totodile hid behind Wobbuffet to avoid Golem's Tackle. Wobbuffet's Counter move reflected the attack back, sending both Goneff and Golem flying straight into the waiting officers outside.
