Colonel Genz Bresslau is a supporting character in Fullmetal Alchemist and the Broken Angel. He's a military policeman who fancies himself "The Armor-Piercing Alchemist" and brags constantly about being the strongest in the military—though he's really only interested in proving his own physical strength rather than advancing his rank or reputation. He's got a short fuse and doesn't tolerate failure from anyone under his command.
Bresslau's main scheme involves targeting alchemists—both State-certified and military-affiliated ones—by framing them for crimes. He then dangles the promise of clearing their names while secretly pushing them toward New Hiessgart. It's manipulative stuff, but it works on most people.
Ironically, despite his volatile temper, Bresslau is actually pretty cunning. He manages to goad Edward into a rage after their first fight (which Edward wins handily, by the way) by calling him "shorty"—knowing exactly how to set him off. Edward's overreaction ends up destroying a tunnel and derailing an entire train, letting Bresslau escape in the chaos. It's one of his few wins against someone significantly stronger than him.
