Nona runs the show at Nona Ginta, a bar located on the ninetieth floor, and oversees the entire Arbiter system. She's the boss of Decim, Ginti, Clavis, and basically every other arbiter working under her—a position she's held for 82 years.

Part of her job involves deciding which floor each arbiter manages and making sure they stick to the rules. Don't let her youthful looks fool you though; she's incredibly sharp, with decades of experience and deep knowledge of how the system actually works.
