Kitazawa starts out as a bright student, but things take a dark turn when his Psycho-Pass begins deteriorating. Desperate and unstable, he turns to bomb-making as a way to strike back at society. Kirito Kamui gets involved and helps him manage his Psycho-Pass status for a while, but Tsunemori eventually tracks him down. She shoots him during their confrontation, managing to bring his Crime Coefficient just under the 300 threshold and save his life.
The real mystery happens after he's locked up—his Crime Coefficient inexplicably drops below 100 while he's in detention. But he doesn't stay contained for long. While still under Division 2's watch, he injures Inspector Risa Aoyanagi and breaks out. Tsunemori hunts for him, but Aoyanagi finds him first and kills him with a Dominator set to Lethal Eliminator mode.
