Younger Toguro is the more powerful of the two Toguro brothers and the strongest fighter on Team Toguro. He serves as the Dark Tournament's main antagonist alongside Sakyo, functioning as one of Sakyo's most important operatives. The guy's essentially hollow—he's ditched everything in life to chase what he obsesses over calling "power absolute." He's composed to the point of never taking off his sunglasses, tall, massively muscular, and has slicked-back black hair, but that's about where his personality ends.
His whole reason for entering the tournament was to face Yusuke Urameshi. Partly it was the appeal of fighting someone he wasn't guaranteed to beat, but it also became personal once he learned Yusuke was Genkai's apprentice.
Powers
Toguro's main ability is flexing his muscles to unlock different power levels, each assigned a percentage. Against most opponents he stays between 1–30%, rarely pushing higher except during his final fight with Genkai, where he's reached 80%. He does this purely for intimidation or to prove a point—never because he's actually forced to. His fight with Yusuke was the first time he went all out at 100%, transforming into something genuinely grotesque: his body ballooned even larger, his skin turned stone-gray, and two cone-like extensions sprouted from his shoulders. At this level he could absorb souls from weaker audience members, fire spirit bullets with a finger flick, and even shatter a powered-up Spirit Gun just by flexing.
It later turned out he had one more gear. The Japanese version called it 120% power, though the English dub suggests his "100%" was really closer to 85%, making his true maximum form even more monstrous—his shoulder plates widened and his head took on a cobra-like shape from the expanded facial extensions.
Despite looking like the series' strongest fighter for most of the Dark Tournament, Koenma eventually reveals Toguro's full power only matches an upper B-class demon. The English version claims both brothers are upper B-class, but this doesn't line up with the manga and fans generally figure it's just Koenma being vague.
