Dick and Philip are a pair of workers at Gringey City's hydroelectric power plant. They showed up briefly in the episode "Sparks Fly for Magnemite" as characters of the day.
The two bumped into Ash and his friends while they were all running from a swarm of Grimer and their leader, Muk. They ducked into the power plant's control room to escape, and that's when things got interesting—the Magnemite and Magneton stationed there started actively repelling the Grimer. With help from Pikachu and a Magnemite Ash had encountered earlier, Muk was weakened enough for Ash to catch it. Once the Grimer scattered, power was restored to the city.
Afterward, Dick and Philip explained what had actually caused the infestation: pollution. They pointed out that the Grimer outbreak was basically a wake-up call for Gringey City's residents to clean up their act and restore the place to how it used to be. They also cleared up why the local Magnemite had been so drawn to Pikachu—it had become magnetized from absorbing excess electricity. Once Pikachu recovered, the attraction faded. Ash and the group thanked the workers and moved on.
