Mozuku is a chunin from the Hidden Leaf Village. He's best known for working with the Torture and Interrogation Force, where he assists in interrogation missions alongside Inoichi.
Visually, Mozuku is pretty distinctive—he wears his forehead protector like a bandanna to cover his dark hair, and he's rarely seen without his glasses. His standard outfit is the grey suit uniform of his division, complete with pockets and lapels.
As for his actual skills, there's not a ton of detail out there about what he can do in combat. What we do know is that he's competent enough to help Inoichi probe enemy minds and extract useful intelligence during interrogations. That's basically his main function in the series.
