Poncho is a Diglett rancher who specializes in relocating wild Pokémon using his team of Diglett to dig escape routes. He showed up in "The Underground Round-Up" to help deal with a swarm of Voltorb and Electrode that had basically shut down a small town. His plan was straightforward—have the Diglett tunnel underneath the problem Pokémon and guide them to a nearby island where they could coexist without bothering people.
The mayor got impatient with how long it was taking, so she made the questionable call to bring in Team Rocket instead. Their idea of a solution was forcing the Electrode to Self-Destruct and Explosion, then pocketing whatever remained for themselves.
Poncho wasn't having it. He called out his Dugtrio, which helped drive Team Rocket off and worked alongside his Diglett to get the remaining Electrode safely relocated. Once the town was clear and functioning again, the mayor realized she'd made a mistake hiring Team Rocket. She not only rehired Poncho but promoted him and handed him the key to the city as an apology.
