Histoire is the embodiment of planetary knowledge itself—literally "the world's everything"—capable of reshaping reality and pulling information from across existence. That said, she's not omnipotent. Without explicit permission from others, she's pretty much stuck doing research and looking things up. Her knowledge is vast but retrieving specific information can take days.
She's a quiet, soft-spoken girl with a strong sense of justice, and despite appearing roughly Gust's age, her power is immense. Most of the time Histoire maintains a cheerful, gentle demeanor, often punctuating her speech with emoticons. She rarely gets angry—or at least, she doesn't usually show it.
That said, she does have limits. In the manga, she's portrayed as having a bit more of a temper than fans might expect. She eventually kicked Neptune, Blanc, and Vert out of their homes after getting fed up with them neglecting their duties as Goddesses. Things came to a head again in Hyperdimension Neptunia V's prologue, where she finally snapped at Neptune and Nepgear over their persistent laziness, having put up with it far longer than anyone should have to.
