Carl is a former Military Academy student who bailed out while his classmates Noel and Jin actually finished. These days, he's chasing after Ragna's bounty and the Azure Grimoire, operating as a kind of vigilante. He travels around with Nirvana, a puppet he treats as his maid and—more importantly—genuinely believes is his sister Ada. The catch is that Nirvana is actually a Nox Nyctores weapon, a causality amplifier designed to magnify killing intent. Carl either doesn't realize or refuses to accept this, especially since people keep trying to take her away from him. That's left him paranoid and possessive to an unhealthy degree.
Whether Carl's delusional or if there's something real connecting him to Ada remains genuinely unclear.
One weird detail: Carl's glasses apparently let him communicate with Nirvana, and also—randomly—with mailboxes and phone booths. Valkenhayn shares this ability and seems to have history with Nirvana himself. When she once tried to attack him, he managed to talk her down by mentioning they weren't enemies anymore.
