A well-liked upperclassman known for being thoughtful and dependable—the kind of person younger students like Rantarou naturally gravitate toward. That said, he's a chronic worrier and struggles badly with indecision whenever he needs to actually commit to something.
You'll almost always find him hanging around with his best friend Hachiya Saburou, who has this running gag of using Raizou's face as a disguise. Because of it, they end up looking nearly identical most of the time. (In the original work his hair is black, but the anime bumped it up to a brighter brown.) His name comes from the proverb about following blindly without thinking.
