Shuichi is Kirie's boyfriend and essentially the only person who grasps what's actually happening to their town—that it's caught under some kind of spiral curse. While everyone else remains oblivious or dismissive, he's the one who pieces together the horrifying reality of the situation and tries desperately to make Kirie see it too.
