Arrow was a member of the Tsumegeri Guards, a group of four soldiers who made a desperate—and ultimately tragic—gamble against Crocodile. They drank the Hero Water, a substance meant to grant them the power to take him down, but the plan backfired spectacularly. Not only did they fail to defeat Crocodile, but the water's side effects killed them shortly after. Adding insult to injury, Crocodile didn't even bother fighting them, denying them the honorable death they might have hoped for.
