Captain (Dragon)
The captain of the Speedwagon Foundation vessel that ferries the main crew from Hong Kong to Singapore. He's a fairly minor character—basically just there to run the boat and move the plot forward.
In Viz's English localization, he got renamed to Captain Dragon to dodge some kind of legal issue with his original name. Not much else to say about the guy, honestly.
