Kugelmugel is a micronation nestled in Austria, introduced to the Hetalia cast in 2011. Despite his distinctly feminine appearance, he's male—though this seems to confuse even other characters. Liechtenstein, for instance, assumed he was a girl and called him cute, bewildered when the guys kept using male pronouns.
Austria pegged him as "eccentric" pretty quickly, which is basically code for "weird enough to scare off the micronations club." Sealand, Wy, and Seborga actually wanted to recruit him for their little group but got spooked and backed off. Somehow he ended up joining anyway, despite never receiving a formal invitation—very on-brand for someone this unconventional.
What really sets him apart is his philosophy: he treats declaring independence as an art form. It's less about politics and more about creative expression, which explains a lot about why everyone finds him so strange.
