Ruka (ルカ, Ruka) is a kunoichi of Kirigakure.

During the war, Ruka served under Monga in the Third Division, and the two had made a personal pact—if anything happened to him, she'd risk her life to save his. When they clashed with the reincarnated Pakura and Gari, things went south fast. Monga managed to blow up Gari, but then got mummified by Pakura in the process.
It turned out Pakura had history with Maki, one of Ruka's squad members—she'd been her former teacher. The two had a tense conversation about Kirigakure's past as the "Bloody Mist," with Ruka pointing out that the Fifth Mizukage had changed things. Pakura wasn't buying it, though; past atrocities don't just disappear.
When Pakura torched the area looking for them, Ruka and Maki held their own defensively—Maki using her Cloth Binding Technique while Ruka brought Water Release to the table. Things looked grim until Omoi and Zaji showed up. By then Gari had finished regenerating and joined the fight, but Pakura had a change of heart. She called off the attack and actually let the squad escape, holding Gari back so they could get away.
