Shojoji is a missing-nin who leads the Mujina Bandits. He's best known for being a particularly nasty piece of work—the kind of criminal who specializes in kidnapping and extortion. The guy has no real honor code to speak of, which makes him dangerous in a different way than your typical shinobi villain.
