Howard's a gruff old salvage operator these days, running an oceangoing ship that doubles as a mobile base for Duo and the Gundam Deathscythe. He's part of the Sweeper Group, and you'll spot him by his trademark Hawaiian shirts and retro shades—basically his uniform at this point.
Back when he was younger and sharper, Howard was knee-deep in the Alliance's mobile suit development program. He was instrumental in finishing the Tallgeese and the Peacemillion spacecraft, and later went on to upgrade both the Gundam Heavyarms and Gundam Sandrock. It's the kind of résumé that explains why Duo trusts him to keep the Deathscythe running.
