Ramos runs the Coumarine Gym in Coumarine City and specializes in Grass-type Pokémon. He's known for calling players "whippersnapper" or "sprout" throughout your battles with him. Win against him and you'll walk away with the Plant Badge and TM86 (Grass Knot).
By day he's a gardener—it's basically his whole thing. He's been doing this long enough that he's owned the same pair of gardening scissors for 30 years, which tells you something about his commitment to the craft. More recently, he's gotten really into tea, seeking out quality leaves from all over. He's picked up some of the local customs too; according to him, seeing tea steam rise straight up is considered good luck in certain countries, and he seems to genuinely believe in it.
