He's the leader of Dorssia and also a Magius—one of the secretive group of magic users on the 101st Council who work to keep their existence hidden from the world. His rule relies heavily on building up Dorssia's military and playing dirty political games to shape public opinion. He's known for moves like disguising the Phantom, a creepy ship that literally sucks the life force out of people to convert into magical energy, as some kind of secret research facility for Module 77. He managed to hide the whole thing in Module 77's hangar, which tells you a lot about how willing he is to deceive people to keep his plans running.
