Noro is a direct subordinate of the One-Eyed King and ranks among Aogiri Tree's top leaders.
Physically, he's a massive guy with black hair (red in the anime) pulled back in a ponytail. His most striking feature is the mask he wears constantly—a grotesque thing with an oversized mouth and nose. Like Uta, his fingernails are black.
What makes Noro genuinely unsettling is that he basically never speaks. Nobody really knows what's going on in his head. He communicates entirely through action, if at all, and the silence is part of what makes him so intimidating. During his fight with Gourmet, Yomo, and Uta, he carried around a clock the entire time—weird enough that Tsukiyama figured he must be on some kind of curfew, like a kid with a bedtime. And he eats. A lot. Like, an abnormal amount, even by ghoul standards.
Combat-wise, Noro's regeneration is ridiculous. Yomo and Tsukiyama managed to take off his head and arms, and Uta carved open his stomach, but he just kept healing through it all. His kagune is exceptionally thick and lined with teeth—sharp enough to use as a weapon and functional enough that he can apparently feed through them directly.
