Norio showed up in "Wobbu-Palooza!" as one of those memorable one-off characters fans tend to forget about until they rewatch the episode. He's basically the heart of Wobbuffet Village—obsessed with Wobbuffet like everyone else there, which honestly makes sense given the whole village is built around them.
When word got out that someone was attacking the local Wobbuffet, Norio was livid. He immediately jumped to the same conclusion as Ash, Misty, and Brock (who'd just rolled into town): Team Rocket had to be behind it. Can't really blame him for that assumption.
The thing is, this wasn't the village's first rodeo. Norio remembered the previous year's Wobbuffet Festival getting crashed too, with Wobbuffet getting targeted back then as well. That time, a local woman named Lulu had stepped up and fought off the attackers using her own Wobbuffet. When the attacks started happening again, Norio tracked down both Lulu and Officer Jenny, then led them back to where the Festival crashers had shown up once more.
His name only made it into the official record through closed captions on Prime Video, which is pretty typical for a character with this much screen time.
