Simon is a character who appeared in The Poké Spokesman. He has a unique ability—he can interpret the feelings and emotions of Pokémon.
Sixty years before the events of the episode, a tornado hit the area where Simon lived. His father sheltered him in a storm cellar, where he unexpectedly met a trio of wild Pokémon doing the same thing. That encounter left a lasting impression on him; he's described it as the most magical day of his life, and it shaped who he became.
As an adult, Simon runs a rest stop positioned between Ecruteak City and Olivine City, where he uses his abilities to help Pokémon and their Trainers.
When Ash's group passes through, Simon notices that Pikachu is struggling and losing electricity. After chatting with Pikachu directly, he diagnoses the problem—minerals in the ground are draining its power—and invites them back to his rest stop to help recharge it.
Things get complicated when Officer Jenny shows up, convinced Simon is a con artist matching the description of someone running scams in the area. Before she can arrest him, missiles suddenly go off outside, creating chaos and smoke. During the confusion, a group of fake Pokémon interpreters kidnaps Simon. They want him to join them, but he refuses—he knows what they're doing is wrong. They dismiss him as just another fraud like themselves.
Simon breaks free to check on Pikachu, who's been rushed to the Pokémon Center after inhaling smoke from the explosions. This is where his abilities get proven beyond doubt. The fake interpreters send their Magnemite and Magneton to drain electricity from the Center's Pokémon. Simon communicates with them, explaining they're hurting the other Pokémon. The two Pokémon stop immediately and turn on their trainers, leading to Officer Jenny finally arresting the whole group. She apologizes and admits Simon's the real deal.
The next day, Simon tells Ash and friends he's thinking about giving up his interpreting work, but they encourage him to keep going. Later, Meowth—who respects what Simon does—pulls together a fake talking Pokémon encounter just to convince Simon to stay in the game.
