The Wobbuffet Festival crashers are one-off antagonists from "Wobbu-Palooza!" (EP175). The trio goes by Tsuyoshi, Tetsuya, and Hisashi in Japanese (revealed through closed captioning), though English dub viewers on Prime Video know them as Pretty Boy, Greaser, and Red Spikes.
These three are all about Fighting-type Pokémon, and they've made a habit of causing trouble in Wobbuffet Village. They first showed up a year before the festival to bully the local Wobbuffet population and strengthen their own team—until Lulu and her Wobbuffet shut that down. When the festival rolled around, they came back for round two, attacking Wobbuffet again despite the event's no-battles rule. Ash and his crew managed to drive them off, with some surprise backup from Team Rocket of all people.
Interestingly, each crasher bears a physical resemblance to the Pokémon they use—their hairstyles especially mirror their team's appearance.
