Haruko is a 19-year-old (or at least that's what she says) pink-haired alien from space who works as an investigator for the Galactic Space Patrol Brotherhood. Whether she's actually that young is anyone's guess—Mamimi reckons she looks closer to twenty, but since nobody knows what species she actually is, it's hard to say. The whole point is she shows up and everything goes chaos.
She tears around on a yellow Vespa (which earned her the nickname "The Wasp Woman"—yeah, it's a pun) and carries a blue Rickenbacker bass guitar model 4001 rigged backwards, complete with a pull-cord motor. Paul McCartney had a similar one, which she mentions at one point. The bass is weird—it shoots bullets, launches rockets, can fly, and she uses it to literally open portals in Naota's forehead. She's left-handed but plays it right-handed, because nothing about her makes sense.
She talks her way into becoming the Nandaba family's maid and joins a local baseball team on the side, supposedly for cash. Really she's trying to knock a satellite out of orbit by hitting it with baseballs. She's got history with Amarao too, probably similar to whatever's going on between her and Naota. There's also something between her and the family cat, Miu Miu, which basically acts as a walkie-talkie to her bosses—she has full conversations with it and clearly gets responses back, even though the cat just meows.
Different people call her different things: Naota uses "Haruko," Kamon says "Haruko-san," Mamimi goes with "Haru-san," and Amarao (who thinks her real name is Haruha Raharu) calls her "Raharu."
