Toshio's the main guy of the series—a cop with dreams bigger than his actual detective skills. He's been sweet on Hitomi since high school, and he's even proposed to her, though he's made it clear they won't actually get married until he catches the Cat's Eye. He graduated from the Academy and got posted to the Inunaki District Police Station, right in the middle of Tokyo. Being a detective was always the goal, and he hasn't wavered from it, even if the job doesn't always play to his strengths. Truth is, he's not great at putting clues together and can be pretty clumsy about things. What he does have going for him is sheer stubborn determination—the kind that gets you noticed by your bosses, even if it also means constant friction with your Chief. Those two are always at each other's throats.
Toshio's got his own way of working. He doesn't carry a gun, preferring to rely on his brain and his fists when things get rough with criminals. It's effective enough, even if he's not the sharpest investigator on the force. The real problem is that he's got an eye for beautiful women, which keeps getting him in trouble with Hitomi. She's not thrilled about his wandering attention, and honestly, you can't blame her.
