Matsuda is one of Issei's closest friends and a founding member of the "Perverted Trio," the school's most notorious group of perverts. He's a self-proclaimed lolicon who goes by the nicknames "Perverted Baldy" and "Sexual Harassment Papparazzi"—names that pretty much speak for themselves. Originally a star athlete, Matsuda has since traded his jock reputation for his current lifestyle.
Despite being Issei's friend, Matsuda and his partner Motohama are openly jealous of Issei's connection to the Occult Research Club. This jealousy fuels their constant rumor-spreading, with their favorite narrative being that Issei is a sadist who blackmailed Rias and Akeno into sexual favors. They have no idea that Issei or anyone in the club are actually Devils.
