Background
Rossweisse started out as Odin's personal bodyguard before getting left behind in Issei's town following the battles with Loki and Fenrir. Rias eventually convinced her to become her servant, and she's since settled into life at Kuou Academy as a teacher.
Personality
She's the type who's been all work and no play since day one—serious, professional, and completely devoted to her job. That laser focus on responsibility meant she basically missed out on having a normal love life, which is exactly why she gets defensive and bitter whenever someone brings it up. The irony isn't lost on her: she lectures the others constantly about keeping things appropriate, but everyone calls her out for being jealous.
Beneath that rigid exterior, Rossweisse is genuinely clumsy and prone to making impulsive decisions without telling anyone. Her real personality comes out when she drinks—which happens way too easily since alcohol hits her hard—and suddenly all that repressed frustration and desire spills out. She's also got a weird weakness for sales and cheap shops; Issei literally nicknamed her "The 100-Yen Shop Valkyrie" because she gets so excited browsing discount stores.
When she's flustered, she'll slip into her Nordic accent without realizing it, and she acts her actual age whenever she's around Issei, getting shy about compliments.
Romance
Her feelings for Issei developed in Volume 17 after he promised to protect her from Euclid—and actually followed through. Since they got engaged, she's loosened up considerably, now comfortable with the flirtier, more physical stuff she used to disapprove of. She wants a boyfriend who's stable and has real prospects, and she's not shy about going after what she wants anymore.
