Appule is a low-ranking soldier in Frieza's army stationed on Planet Namek. Like many of Frieza's underlings, he was sent to hunt down the Dragon Balls and scout for Namekian villages to report back to his commander. He's basically a grunt in a massive operation—the kind of foot soldier you'd expect in an intergalactic tyrant's forces.
