Raikage's Daimyō
He rules the Land of Lightning as its daimyō. When the Five Great Shinobi Countries held a summit of their leaders, he was on board with establishing the Allied Shinobi Forces—a major move that helped unite the nations. The anime adds that the Fourth Raikage actually called him up to organize a full Daimyō Summit at one point.
