Todd burst onto the scene in Pokémon Paparazzi after snapping a photo of an Aerodactyl everyone thought was extinct—the same one that nearly took a bite out of Ash, who happened to be blurred in the background. His reputation as someone who could "capture any Pokémon on film" skyrocketed. Unfortunately, Team Rocket's Meowth didn't read carefully enough and missed the "on film" part, leading the whole crew to disguise themselves and hire Todd to catch Pikachu.
What started as an annoying rivalry with Ash over photographing Pikachu eventually turned into mutual respect, and Todd traveled with the group for a while. He bailed out before they headed to Cinnabar Island though, departing at the end of The Breeding Center Secret.
He showed up again in the Johto mountains during Moving Pictures, this time obsessing over getting the perfect shot of Articuno. He actually succeeded in Freeze Frame, then took off on his own again.
Manga
In Pokémon Adventures, Todd works as a reporter and photographer stationed at the Battle Frontier. There he ran into the weird kid Emerald, who saved him from a wild Sudowoodo. Todd stuck around through the whole crisis, helping Emerald out alongside Latias and Latios. When everything settled down, Professor Oak offered him a job photographing Pokémon on an island loaded with them.
