He's the quiet type—way more reserved than the rest of Scavenger, with a perpetually bored look to match. That said, he's got a mischievous streak. He once stuck his tongue out at the DA operator controlling the Tarantula mecha and waved it around, then grinned and yawned the whole time the machine was shutting down.
Like everyone in Scavenger, he carries out his assignments without hesitation: killing people, destroying property, whatever's necessary. He'll eliminate anyone who gets in the way without guilt. He's also got a particular hatred for teachers, viewing them as the root cause of the city's problems.
Seike's ability lets him manipulate the coefficient of friction within about a meter of his body—similar to Amime's power, but way stronger. At maximum friction, he can essentially create an invisible wall that even a 120-ton mecha can't push through. The physics get weird here: any energy that tries to force its way through converts into heat. A bullet would just melt before crossing the barrier. Seike claims no material on Earth can pass through without liquefying first. The downside is he can only maintain it for three minutes at a time.
He refers to himself using "ore," the casual masculine first-person pronoun in Japanese—a pretty clear indicator that his appearance belies his actual gender.
