She's introduced as an ambassador's daughter, which gives her this polished, untouchable vibe. Turns out that's all a cover though; she's actually working against the Sailor Senshi.
Her story changes depending on the version though. In the anime, she's basically a puppet—an innocent girl being controlled by a Lemures sent by the Dead Moon Circus. But the manga takes a darker route, making her an actual vampire with no real ties to any of the other villains the Senshi face off against.
