Bulgaria's best known for being Germany's ally while somehow maintaining a habit of randomly bullying Italy—despite the fact that they're supposed to be on the same side. He made a brief appearance in the first season of the anime where he showed up to Germany and Italy just to smack Italy over the head with a stick. When asked why, he basically said there was something about Italy's face that made him do it. He's got short brown hair, at least based on that one scene.
He and Romania are genuinely close friends, a bond that apparently goes back to when they were both staying at Russia's place. They get along well enough, though Romania has noted that Bulgaria doesn't really understand most of his interests and quirks—and Bulgaria basically conceded that he probably never will, no matter how much he tries.
