Agent of Spring
She can manipulate what's called "Vital Energy Acceleration"—basically speeding up growth and renewal. She's best known for disappearing nearly a decade ago after the Rebels, sworn enemies of the Seasonal Agents, kidnapped her. During those missing years, spring basically stopped happening, which made things pretty dire.
The feelings she's had for Rousei go way back to childhood, though that's something she's kept to herself for a long time.
