Istaroth, also called Tokoyo Ookami in Enkanomiya and Laimelea by the Frostmoon Scions, is the Ruler of Time among the Four Shades of the Heavenly Principles. She's best known for her worship across Mondstadt, Enkanomiya, and Nod-Krai—a legacy that predates and coexists with The Seven, though most of Teyvat has since forgotten her entirely. Her influence lingers mainly through old phrases about "the winds of time."
The Enkanomiyans remained devoted to her even after their island sank, viewing her as the one deity who hadn't abandoned them. That faith eventually faded following Orobashi's arrival and vanished completely once they relocated to Watatsumi Island.
Istaroth has the striking, otherworldly appearance typical of the Shades: tall and pale-skinned with golden, clock-face irises and long white hair that ethereally fades at the tips. Her hair sweeps across one side and features delicate braids. She wears a short white dress with a longer back panel and cutouts along the spine, paired with detached sleeves that transition from white to blue. Golden ornamental work adorns her chest, and she has periwinkle gloves and golden ankle decorations—though she goes barefoot. Two enormous golden rings hover above her, decorated with dangling bars and clock motifs that emphasize her dominion over time.
