Togusa is basically the ultimate Hijiribe Ruri fan—and he's serious about it. He's one of three Vice Presidents of her official fan club, and he lives by the club president's philosophy that supporting Ruri isn't about chasing her down; it's about gratitude. As the president has said, "There's no need for us to chase Ruri-chan because to us, Ruri-chan is the world itself." That pretty much sums up where Togusa's head's at.
Outside of his devotion to Ruri, Togusa is known for his van, which he's genuinely protective of—he really hates when people scratch it. He's close with Kyohei and knows Kaztano well enough to get concert tickets through him. Driving his friends around is basically his thing; the van's his second love after Ruri herself.
