Fugen recently took over leadership of the 12 Kongrong Mountain Juunisen, the most powerful sennin around. He's 72, same age as his best friend and sworn brother Taikoubou—though the two couldn't be more different in temperament.
Taikoubou's famous straight fishhook was actually a gift from Fugen. Since sennin aren't supposed to eat meat, Fugen gave it to him knowing Taikoubou only fishes to think things through, not to actually harm anything. It's a pretty telling detail about their relationship: Taikoubou views Fugen as someone he absolutely cannot afford to lose, while Fugen considers him the entire reason his life has meaning.
As far as sennin go, Fugen's one of the most genuinely peaceful. He lives by the philosophy that if three attempts at negotiation fail, violence becomes inevitable. His whole fighting approach reflects this—he'll defend himself and try reasoning with opponents, but he won't throw the first punch. After three failed attempts to resolve things peacefully though, he'll take an opponent down without hesitation.
His paopei, the Taikyokufuin, is this globe-shaped tool that manipulates atoms. What makes it especially dangerous is Fugen's background in physics and chemistry—he can essentially weaponize the entire periodic table. The thing's also got radar capabilities and can store pre-programmed instructions, useful if he ever gets separated from it.
