The world didn't really change that much because of it. Everyone thinks the Laplace Incident is ancient history—wrapped up when the Sleeves got wiped out. That final battle was insane though. Two psycho-frame Gundams went completely berserk, doing things that shouldn't be possible. To keep people from freaking out forever, both suits—the white Unicorn and the black Lion—got locked away and basically erased from public memory. Thing is, there's a third one. The RX-0 Unicorn Gundam 03 vanished two years ago, and now it's coming back. Except this time it's gold. They're calling it the Phenex.
