Childhood friends Akira Houjou and Chiaki Asami have been through hell together. When they return to Japan to study, they're immediately disgusted by the corruption and apathy they see everywhere. Determined to fix things, they make a pact: they'll rebuild Japan from the ground up, creating a new system free of corruption where ordinary people actually have a say in their country's future. Their plan is bold—maybe insane. They'll attack the problem from both ends. A quick game of rock-paper-scissors decides their roles: Houjou will seize control of the Yakuza underworld, while Asami goes after the Prime Minister's office.
