In an alternate Japan, the government's dealing with a serious urban guerrilla problem—a group called Sects. To fight back, they created the Metropolitan Police and set up a specialized unit called Tokki-tai: Kerberos, equipped with heavy weaponry to handle the threat. At first, Tokki-tai's aggressive tactics work and they crush Sects' operations. But the public turns against them for being too brutal and bloody. As the unit becomes more politically isolated and loses public support, Tokki-tai takes matters into their own hands and decides their own future.
