It's 2116, and the Southeast Asia Union and Japan are testing out the Sibyl System in Shambala Float, a coastal town caught in the middle of a civil war. They're basically using it as a pilot program to see if they can roll out the system globally. At first, it works—the town gets stable, people feel safe. But then SEAUn starts sending terrorists into Japan, and somehow they're managing to slip past Sibyl's surveillance and security. That shouldn't be possible. When the attacks hit, there's a mysterious figure connected to the whole thing, which is enough to get Inspector Akane Tsunemori and her team sent to Shambala Float to figure out what's really going on.
