It quickly becomes a lawless hellhole plagued by starvation, violence, and human trafficking, with tensions between Japan and the City constantly on the edge of exploding. Hida Riku is a fresh recruit with the ACAT, one of several special forces units created to handle the crime wave that followed the refugee crisis. The ACAT have a reputation for pulling off impossible missions, but the cost is high—their casualty rate is brutal. Riku gets assigned to work with Akagi Mika, a veteran female sniper whose reckless tactics might get him killed before he even gets started.
