In the near future, a walled city is completely controlled by Kizuna-Topia, a social network that monitors all communication and surveillance. Sisters Enna and Yayako discover a horrifying operation: children are being kidnapped, brought to a white tower, and killed so their bodies can be sold and their brains harvested. The local police force, the Jikei, are supposed to stop this, but they seem suspiciously uninvolved. Instead, a mysterious figure known only as "The Witch" is the one actually fighting back. Caught in the middle of this conflict between the Jikei and The Witch, Enna, Yayako, and the other residents of the city have no choice but to navigate the danger surrounding them.
