Keel is a kid growing up in Yabitsu, a town that's actually thriving thanks to a nuclear generator left behind from the disaster. His sister Aoi leads the New UN, and she genuinely believes the catastrophe gave humanity a chance to start over—a world where nations cooperate across cultural and religious divides. But that dream falls apart because nobody's actually willing to change. A military commander named Gould thinks force is the only answer. He takes control of Ulysses, a nuclear submarine, and crews it with soldiers including Keel's brother Tean. Together they launch a coup and attack Yabitsu, declaring war on the New UN itself.
