Tokyo's streets hide a dangerous secret: ghouls that hunt humans under cover of darkness. The Commission of Counter Ghoul, or CCG, was created to fight back against these creatures, but there's a major problem—ghouls look and act like normal people, making them nearly impossible to spot.
