It's an alternate Cold War scenario where the Soviet Union has occupied Japan's northern island and sealed it off from the south. A boy named Hiroki becomes obsessed with a mysterious tower the Soviets built there, visible across the strait but impossibly out of reach. He and his friend Takuya decide to build a plane to get across and see it for themselves. When a girl named Sayuri joins them, she becomes part of their dream—they all promise to fly to the tower together. Then Sayuri vanishes without a trace, and their promise remains broken, possibly forever.
