Daizaburo Edi-Ban, a Japanese-American cop, transfers to New York's notoriously rough 34th precinct. Right away he gets paired with John "Sleepy" Estes—or "Mad Bull" as people on the street call him—a veteran detective who fights crime his own way. And by his own way, that means extreme violence: he'll shoot thieves without hesitation if he thinks they're even remotely dangerous. He also shakes down prostitutes for cash and tears up half the city in the process, which naturally creates friction with Daizaburo and the brass. But here's the catch—Mad Bull's actually not corrupt. The money he steals from sex workers goes straight into funding a VD clinic and a shelter for abuse survivors. His methods are reckless and technically illegal, but his motives check out. Eventually, Lieutenant Perrine Valley joins the partnership to help them take on bigger cases involving the mob and drug operations.
