People are basically more machine than flesh at this point. But as tech evolved, so did crime. Hackers, corrupt politicians, and all kinds of opportunists figured out how to exploit these new systems for their own gain. Japan's dealing with a serious problem. Crime fueled by cybernetic technology is out of control, so the government creates Section 9—a secret task force of elite operatives trained to handle it. The unit's led by Major Motoko Kusanagi, an unflinching and formidable operative who'll stop at nothing to keep the country stable and fight back against the rising tide of cyberterrorism.
